The number of reports that can be created is dependent on the application license.
A Dashboard is based on a chart produced by a report. The chart is placed onto a Dashboard page layout. The page layout can be customized to your display needs and show more than dashboard. Dashboards can be added to an objects page layout.
Permissions are required to work with Reports and Dashboards.
A dashboard is usually a simple compact chart meant to quickly show information such as the number of sales today, the number of delinquent invoices, or calls received, or some other piece of information. Dashboards can be displayed from the Reports object in the application, or they can be placed onto an object's page layout for users to see. Dashboards allow users to keep track of more business related information, giving them a broader view of the state of their work or the business at a glance.
If the underlying report for the chart has the Prompt and Filter Results By option set, the underlying report and therefore the dashboard will be filtered by the actual record that the user is viewing. For example, a report showing the sales for customers with the Prompt and Filter Results By set to Customer would automatically show the sales for the customer record that the user is looking at, and the dashboard would show the results as a chart.
Users can double click on the chart in the dashboard to see the underlying report.
Start in the Reports application. You will need to have a report with a chart created, since the chart is what is displayed in the dashboard. Only Summary and Matrix reports can produce charts.
Select the folder in the Reports object where you want to save the dashboard.
Click on the New button and select New Dashboard.
The dashboard setup window appears. It consists of:

The Layout Properties section where you can adjust the page layout settings at the top right.
The Add Chart section which shows you the folders and reports that can be used to create a dashboard.
Start with the Layout Properties section. This is where you format the page layout for the dashboard.
Title: This is for the whole dashboard and its charts. It should be descriptive of what the chart or charts in the dashboard are about.
Description: A description for anyone who edits the dashboard as to its purpose.
Title Color: If you show the title, select the color for the text.
Text Color: Color of the other header text.
Columns: Select how many columns you want to have in the dashboard page layout.
Rows: Select how many rows you want to have in the dashboard page layout.
Title Size: The size of the font for the header.
Show Header: Show the title and header information in the dashboard.
The Add Chart section shows you the reports that can be used on the dashboard. If the report is dimmed or greyed out it can not be used. This could be because it has already been used on a dashboard, it is a Tabular report which do not have charts, or the report does not have chart that has been created for it yet.
To add a chart to the dashboard page layout, click on the report, drag it to where you want it to be on the page layout and drop it. The number of rows and columns on the page layout determine how many charts you can add to the page layout. You do not have to add a chart for every available space.
When finished click Save.
The new dashboard will appear in the folder you selected earlier.
You can add dashboards to the page layouts of custom objects. In order to do this the underlying report must have the Prompt and Filter Results By in the Advanced section of the filter set to the object where you want the dashboard to appear. For example, if the dashboard is going to go on the Contacts page layout, then Prompt and Filter Results By needs to be set to the Contact object too. To add a dashboard to a page layout, go to Setup > Development > Objects and click on the name of the object. Go to the Page Layout tab, and select the layout that will have the dashboard added to it. Select Report Charts from the list of available objects. Drag the dashboard onto the page layout.
Note that the dashboard will have to be related to the object in some way (a report that is based on the object, for example) to show up in the list.
